A service the update needs, usually Windows Update itself, is disabled.

How to fix it

1. Press Win+R, type services.msc and press Enter.
2. Find Windows Update, open it, set Startup type to Manual and click Start.
3. Do the same for Background Intelligent Transfer Service (BITS) if it is disabled.
4. If a "privacy" or "debloat" tool disabled them, it may switch them off again: undo its update setting.

Is it serious?

A one-setting fix.
